Three displays within three blocks: 39 degrees, 43 degrees, and 51 degrees. It's really warming up the farther South I go!

I got a letter in the mail from U.S. District Court Settlement Administrator with a PO Box address in Philadelphia. It says I'm eligible for a refund of fees from using my credit card on foreign transactions from 1996 to 2006. But with a PO Box address and a .com instead of .gov online form, I'm wondering if this is a scam or not. I've tried an online search and someone in a Google Groups posed the same question and all the answers say that it may be legit.

Yes, they said it is true and not a scam.
Plus when I went to register it turns out that you don't have to give your credit card number but you do have to verify that they have your correct name and address.
